Updating the requirements of eOselya will increase the demand for quality housing and stimulate the country - economy — Arseniy Nasikovsky

Did eOselya manage to stimulate housing construction? Does the program really help meet the need for housing for Ukrainians who need it the most? What do the developers offer so that eOselya really starts working on increasing the volume of construction of quality housing? This and other things were discussed during the panel discussion "State programs and tools for solving the housing issue" with the participation of Arseniy Nasikovsky, a junior partner of the DIM Company Group, representatives of other development companies and state banks.

As part of the program of the II Ukrainian Construction Congress, which took place on May 15-16 in Kyiv, the panelists discussed the dynamics of the implementation of the state program, the need for its expansion and updating. The panel was moderated by Tetyana Shulga-Zabelska, managing partner of the RED Community Developers Association. Speakers of the panel were also representatives of well-known companies and institutions, including Valery Malakhova, JSC "Oshchadbank", Iryna Mikhalova, "Alliance Novobud", Yevhen Metsger, "Ukrfinzhitlo", Oleksandr Shcherbacha, "Ukrgasbank", Olga Borshch, Valkyvsk City Council, Volodymyr Chornenky , JSC SKY BANK, Mark Kestelbom, "Budova".

During the discussion, an expert from the DIM Group of Companies noted that the eOselya program faces a shortage of housing that meets its requirements.

"eOselya is really a significant multiplier for the development of construction as a sector of the economy. Meanwhile, like any relatively new product, the state program of affordable housing loans has several areas for development. In particular, this is the establishment of the price of a square meter that is relevant for the market and the reduction of the requirement for the facility's readiness stage for entering the Program," said Arseniy Nasikovsky, junior partner of the DIM Group of Companies.

First, the cost of housing that can be sold under the Affordable Credit Program is limited. In Kyiv, it should not exceed UAH 50,000/m2, with a market value of UAH 50,000/m2. This significantly limits the opportunities of Kyiv residents to use eOsele.

Increasing the upper price bar will allow to attract middle-class consumers and expand the program's effect on housing in the "comfort+" segment. In the construction of such housing, high-quality materials are used, which protect it from the effects of the environment, and therefore the houses have a longer service life.

"The house specializes in such projects, and such housing has a number of advantages. As an investment asset, it is beneficial for the client-investor, because it becomes more expensive over time. Such an asset is beneficial to the bank as it is less risky in collateral compared to economy-class housing with "wet" short-lived facades. This is also beneficial for the city, because high-quality, aesthetic and durable construction supports the stability of the architectural fabric of the urban environment," Arseniy Nasikovskyi is confident.

Secondly, due to the impact of war risks, a large amount of housing is currently at the stage of readiness of up to 50%. The program is extended to residential construction objects at the stage of readiness of 50% and above. And this significantly slows down the pace of attracting investment in residential construction, and therefore prolongs the terms of putting buildings into operation.

"Decreasing the requirement for the stage of readiness of the house at the construction stage to 30% will allow developers to launch a much larger number of projects under this program. Such a step will increase market demand, become a driver for the construction of truly high-quality and affordable housing in the "comfort+" segment and stimulate the development of the country's economy," Arseniy Nasikovskyi, a junior partner of the DIM Group of Companies, is convinced.

If this is not changed, the Ukrainian housing market will face a number of risks. According to experts, developers will either reduce the number of new construction sites, and a decrease in supply will mean a very high demand for this housing. Therefore, it will be very expensive and inaccessible, and it will not fulfill the task of economic development. Or the builders will reorient themselves to the construction of the cheapest housing of a typical building with lower requirements for comfort. And Ukrainians deserve to live more.

That is why, as developers, it is important for DIM to build high-quality housing on time. For this purpose, the Group offers special financing programs that allow attracting funds from investors. This helps the Group maintain stable demand for housing that meets European standards.
