DIM took part in the First Affordable Mortgage Forum

The forum was organized by the Ukrainian Housing Financial Company (Ukrfinzhytlo) in collaboration with the Ministry of Economy of Ukraine. The Ukrainian Developers Association, which unites leaders in the real estate sector, was a special partner of the event. By the volume of buildings put into operation, they represent 93% of the Kyiv market and 26% of the Ukrainian market.

The forum discussed issues of improving housing conditions for Ukrainians, innovative and technological solutions in the field of affordable mortgage, as well as the development of the affordable mortgage market in Ukraine.

Special attention was paid to the panel discussion on the impact of the affordable mortgage market on the construction market. The speakers were: Yevhen Metsger, Chairman of the Board of Ukrfinzhytlo, Anna Layevska, Commercial Director of "Intergal-Bud", Ihor Subotenko, Director of "Kovalska Real Estate", Rostyslav Melnyk, CEO of the Real Estate Corporation RIEL, and Olga Arbuzova, Head of the State Programs Development Department of DIM.

Panel participants shared their thoughts on the role of preferential mortgage in future projects, changes that can improve the mortgage program, and revealed the share of housing under the "eOselya" program in developers' sales.

"The large number of inquiries we receive demonstrates a significant demand for the 'eOselya' program among comfort-class housing buyers," said Olga Arbuzova, Head of the State Programs Development Department of DIM. "In DIM, over 25% of sales in the comfort class are accounted for by this program. We see support from the state and trust of buyers, although there are still barriers to increasing volumes due to limited credit resources".

According to the expert, developers actively take into account previous experience of sales under the 'eOselya' program and adapt their strategies to it. In particular, there is a shift of focus from finished objects to the primary real estate market, accompanied by the accreditation of new buildings. This indicates flexibility in approaches and readiness of developers for changes.

In addition, Olga Arbuzova noted that the popularity of the 'eOselya' program significantly influences the planning of new construction projects.

"In all subsequent stages in the comfort and comfort+ segments that we plan to launch soon, we have revised the planning and made them closer to the conditions and limitations of 'eOselya'. After all, we prepare them for accreditation with partner banks right away. However, it should be noted that the market is becoming increasingly dynamic, and we expect a 15-20% increase in the cost per square meter. We hope that the limits on loan amounts per family will also increase proportionally, as DIM does not plan to compromise on the quality of construction in its projects".
